This is done with an extra bonus point - you can calculate based on product subtotal or subtotal including shipping and delivery fees.

I was going to suggest almost the same thing but with a slightly different twist. Retailers should have the ability to create a fee (%or$) call it what they choose and attach it where they want.

In other words, attach it to a group, category, sub category, tag or even by product.

Wine & Food Mart: this is supported at the level of the product as a product modifier at the level of the transaction as a transaction rule. It's also supported to a certain degree for a group where you can apply rules to all items in a group. (keg deposit fee is one such example)

Supporting fees (rather than discounts) for qualifying group criterions is a little bit weird - can you give a sample use case ?
